Herbert Lehman won that 1928 race in close fashion, creating the opportunity for himself and Roosevelt to transform the Lieutenant Governor’s position from a mostly ceremonial office to one in which Lehman played a major role in developing and implementing state policies.
Herbert H. Lehman served two terms (1929-1933) as lieutenant governor of New York State under the administration of Governor Franklin D. Roosevelt, who referred to him as “my good right arm.”
