Roswell Pettibone Flower (August 7, 1835 – May 12, 1899) was an American politician who served as the 30th governor of New York from 1892 to 1894. He also served two terms in the U.S. House of Representatives from 1881 to 1883 (NY-11) and from 1889 to 1891 (NY-12).

The Roswell P. Flower Memorial Library is a historic library building located in Watertown in Jefferson County, New York. The library was built in 1903 through 1904, and completed on November 10, 1904. The library opened on January 4, 1905.
